One good place to receive an answer was the  just-concluded St.  Petersburg  Global   Business  Forum, which followed  the strained G-8 meeting in Germany.  According to Russian Economics  Minister German Gref, more than ten thousand folks from over sixty  states took part in the Forum, which this year was also done in  association with the World  Industrial  Forum &#8212; frequently known as  Davos.  I attended the forum and chaired the session on energy.  I have  afterwards been asked to reply to some important questions.</p>
